Problem with backing up config.ini

I am running 0.6.14 on Win7 and at a seemingly random interval (days to weeks in between) I will lose both my config.ini and its backup file and am left only with config.ini.tmp. Often this will result in me coming home to the startup wizard and my settings being lost. I've found the following errors in the logs:

I've found a workaround in having an additional backup of my config.ini file and simply putting it back in place when the warning shows up. Any ideas what could be causing this?

I would find out which process is using the file. See http://serverfault.com/questions/1966/h ... in-windows how to do that.
