I'm not 100% sure if what I see/say is true, but it feels like this: with only one server with connections filled higher than 0 (and thus no other servers or other servers set to 0 connections), and/but with that server marked as backup, no download happens at all.

I would expect that in that case, even marked as backup, the download would occur from that one server.

Could very well be a bug.
You may understand that I'm not in a hurry to fix it
