I Just re installed my OS and re installed sabnzbd and currently sabnzbd is only downloading one item in my queue at a time. What setting am I missing?

If you're referring to the number of connections to your newsserver: See Config -> Servers.

FYI: SABnzbd will only download one NZB at a time.
