I can't seem to get this working, but I think it's because I have the orders things are done wrong.

Does Sabtosickbeard also move the files? Or does it just do the renaming then sabnzbd takes back over to move the files?

I'm trying to figure out the folders I am supposed to set up where... In categories, I set the sabtosickbeard.exe in the script menu... Then under the 'directory' tab, do I put the directory that the script is in... or the directory I want the final file to end up in? ie t:\tv\

Don't set any directory within SABnzbd's category setup. Just make sure sabtosickbeard is set as the script. It will handle moving the file, renaming it, etc.

how does sabtosickbeard know where to put it? Is it pulling the info from Sickbeard, or from Sabnzdb?

As I said, all the sorting is handled by Sickbeard. You set up final destination paths all within Sickbeard. All SABnzbd cares is that a thing was downloaded, and the path it was downloaded to was eventually handed to Sickbeard, which then ran off with it and did whatever.
