I kept trying to add a backup server using the GUI with no success. I tried Firefox and IE with identical results. When the Add Server button is selected, No Test Server or Save Changes buttons appear with the blank fields. I tried filling out the forms and then clicking Save Changes on my original server only to see my "new" server erased. I finally edited the INI file manually and added my server. That worked fine.

Sabnzbd is running as a service on WHS 2011.

Other than "we don't support WHS-2011", I have no answer.
It works fine on all other combinations of OSses and browsers that we do test on.
Without more info specific there's not much to go on.

I experienced a similar problem just now, thinking I should have gotten a save button.

Add Server
Displays new set of inputs, fill them out
Add Server again (this should add the rest of the buttons and a whole new section for your recently entered fields) - without adding again you will not get the server added.

Which skin are you using? Did you try the other ones?
We're at release 0.6.15 now.
