i have tried the thing that the error suggested and it did not work, i have tried reinstalling and no luck, i have added it to my anti-virus exclusion list as well.SABnzbd.exe 0.6.8

Lookup "SABnzbd - Safe Mode" in the Windows Start Menu.
It will start SABnzbd with (hopefully) safe values.
