I've got comcast cable that provides me with "20mbps" download burst speed for the first 10MB of a file, which turns out to be around 2.8MBps. However after that burst, it slows down to about 1.88MB/s (16mbps). I was wondering if there is a way to force a pause/unpause or disconnect after downloading every 10MB?
If this can work, that slight amount of time reconnecting *should* be nothing when compared to the 1MB/s increase in speed earned.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

This has been asked before, but never got off the ground.
Impossible to test for the developers (who don't have unpleasant ISPs)
and also very likely to require a different solution for every ISP.

Ahh, thanks; I had searched the forums and the help pages but hadn't found anything (I guess I didn't look hard enough).
I know there is the "force disconnect" button on the status page, and if there could be a configuration option for essentially "hitting" that button once a user-set size has been passed.

I doubt if that would ever really work.
10MB takes about 3-4 seconds, that's the burst.
Stopping and then reconnecting will cost some seconds too
and likely to eat all gains.
