Whatever Virgin may have said to you, they most definitely do throttle NNTP traffic at certain times of the day - especially in the evening. On their website they say:
"At peak times we also slow down the speed of file sharing traffic – that's services like Limewire, Gnutella, BitTorrent and Newsgroup (Usenet) traffic. You will, of course, still be able to use these services, but downloads and uploads will take longer during these peak periods."
This applies to
all tiers and the throttling is applied using a typically (for Virgin) arcane formula based on percentages of total traffic. The "peak times" mentioned are currently 5p.m. to midnight on weekdays and midday to midnight at weekends.
If you are not already doing so, use port 443 to access Astraweb's ssl server, rather than 119 (see Astraweb's site for server addresses, etc.), as this seems to be less affected (in my area, anyway). Other than that, try using SABnzbd's scheduler to do your heavy downloading in the wee small hours. I always get full speed after midnight.
