how do I make it so when i add an nzb it does not start downloading immediately

is there an option for this in the config somewhere ( i didnt see one)

Just set SABnzbd to paused first.
The only other way is when an NZB is read by the RSS reader.
For RSS feeds, you can use the pseudo-priority "paused".
