Maybe useful: this site says it will test whether your ISP is throttling your Usenet NNTP traffic.
Be aware: the website starts up a Java applet (=old skool stuff), which should fill the white bar in the middle of your screen. If that does not happen, the test won't work. For me, it did not work with Chrome, but it worked with Firefox (both on Ubuntu). See screenshot would it should look like.
