Par2 and backup servers

I have a primary server which gives unlimited downloads per month.
I also have just purchased a backup server which I buy in blocks of xxxGB.

Is it possible to set up sabnzbd to:
1. try downloading the article from the primary server
2. if the article is incomplete, leave it be for now and download the next article
3. when all articles are downloaded, try to fix the incompletes with par2
4. if par2 fails, then try downloading the missing articles with the backup server

What I'm trying to accomplish is to use my primary ("free") server as much as possible. It seems like a waste of money to download incomplete articles with my backup (pay-per-use) server if they could be fixed with par2 using my primary server.

Am I misunderstanding how the software works or can I actually set it up to work this way?

Don't use a backup server if you don't want it to be used.
It's not that common that a primary server misses parts of the post
while the backup server has them.
It's either due to being on the edge of retention of your primary
or its due to DMCA-related removals. In that case its virtually certain that
you won't be able to repair without your backup server (assuming it didn't the DMCA).
Filling in missing articles after the fact is just too complicated for this limited use case.
