Delay parcheck/unrar if vlc is running

SAB downloading doesn't bother my HTPC media playback, though there could be various options to delay even this too I suppose. But there should be options so if various media players(s) or user defined executables are running, then SAB waits for them to be closed (or maybe PC idle?) before doing any heavy lifting (quickpar/unrar) because these make my media file playback pixelate and stutter when those are happening. Maybe an option to execute unrar/unpar at lowest priority? Food for thought. I know I can run SAB at lowest priority, but generally speaking (at least in my experience), Windows process priority tweaking yields pretty crummy results.
PS Before anyone suggests it:
I thought about buying a NAS but I don't want a datacenter in my house, I go home to relax and get away from those places. Not build my own at home...
