I want to add a couple HDDs to my WHS pool, but I also have 1TB in my SABnzbd queue. Will the queue save when I restart my server?

Normally yes.
But WHS may get impatient with SABnzbd when it's busy saving a full article cache to disk.
So "pair of dimes" remark is valid.
