SABnzbd not unrar'ing

OK, let me preface this by saying that I've been using SABnzbd for years on Linux but just now am using it on Windows.  I just did a fresh install of Windows Server 2008 R2 and configured SAB.  SAB is downloading fine but not unrar'ing anything.  Does SAB come with a par/rar utiility built in on Windows or do I need to install something additionally?

par2 and unrar are included.
Are any of the options for par2/unrar/unzip etc. enabled?
Do you use the +Delete post processing settung?
