It's probably an odd request but is there any way to alter the speed based upon Category? 

I have some large files I have queued up that I'm in no hurry to get and would like to set them to download at a low speed.  However, anything new I queue up I'd like to have processed at top speed.

I understand I can change the queue priority so that they are downloaded at a lower priority but my ISP has instituted a new bandwidth Cap and if I maintain a slower speed for these large files I can stay under the Cap easier.
