Help i'm really green and a little clueless

Hi,
I have been working for this guy who is a techie and he gave me a brief run down on NZB's
I have opened an account with Astraweb, downloaded and installed SABnzbd+ and opened an account with NZB Matrix. I thought I had set it all up ok but I obviously haven't.
When I click to download a file and get the option to open or save, I click open and nothing happens. It doesn't start to download. Should it? Ithinl it should?
I really don't know what to do next, please help.
Version: 0.5.4
OS: Windows Vista
Install-type: Windows Installer
Skin (if applicable): Default
Firewall Software: Norton Internet Security (360)
Are you using IPV6: Not sure what this is?
Is the issue reproducible? Persistant I would say.
