Process and queue RSS while paused

An option to process and queue RSS feeds while paused would be handy in cases where SABnzbd is scheduled to pause. 

This would allow the queue to be previewed before manually resuming to prevent duplicates or unexpected/unwanted results etc.  This would give RSS similar functionality to Newzbin bookmarks.

RSS feeds keep working in normal paused mode.
Even the post-processing queue keeps working.

Only the scheduler command PAUSE_ALL will stop everything.
