Downloads will slowly diminish, STOP, then start again

Sorry if this has been mentioned before, but this is really driving me nuts. Basically a download will start (great speeds too), and about 3 minutes into the download, the speed goes down slowly, and all the way down to 0. It will remain at 0 for about a minute, then start up again. This process goes on until the download is finished. It's a shame this is happening because i'm downloading at about 2MB/S which is good for me, but with this annoyance, it takes forever to finish anything.
I am running windows 7 with all the firewalls shut off, also I use Giganews Platinum with NZBMatrix for searching. I put the port as 119 just off of instinct, should I change that? I think there is sometihng in the SAB config I didn't do right maybe? Also Giganews alows me 20 connections but I put in SAB only 10 because the downloads would say Too many connections. Any help?
PS. There doesn't seem to be any error messages when this occurs.
