Downloads will slowly diminish, STOP, then start again

Sorry if this has been mentioned before, but this is really driving me nuts. Basically a download will start (great speeds too), and about 3 minutes into the download, the speed goes down slowly, and all the way down to 0. It will remain at 0 for about a minute, then start up again. This process goes on until the download is finished. It's a shame this is happening because i'm downloading at about 2MB/S which is good for me, but with this annoyance, it takes forever to finish anything.

I am running windows 7 with all the firewalls shut off, also I use Giganews Platinum with NZBMatrix for searching. I put the port as 119 just off of instinct, should I change that? I think there is sometihng in the SAB config I didn't do right maybe? Also Giganews alows me 20 connections but I put in SAB only 10 because the downloads would say Too many connections. Any help?

PS. There doesn't seem to be any error messages when this occurs.

Do you get any warnings or errors (about missing articles)?
It's rarely needed to have many connections with most servers.
Are you sure that your ISP doesn't do "traffic shaping"?
Have you tried a secure (SSL) connection?

No error messages or warnings. In Giganews I am allowed 20 connections, what should my set up be for SABnzbd. I enabled SSL through SAB, and no difference there. What port number should I put?

Look at giganew's doc pages.
They're failry liberal with their port numbers.
To check if your ISP doesn't fool you, try to download
the same NZB with another client.

Well I guess the 119 is fine then. Tried from another client, same thing. However I did just receive this error "Too many connections to server news.giganews.com:119". I changed the connection previously from 20, to 10.  Same thing with up and down speeds.
