Slow download speeds on fiber optic connection

I have taken a 6 month hiatus from Usenet and just got it back up and running on a new connection and a new computer. Unfortunately my speeds are very slow. Right now I am getting 125 KB/s. My speed from speedtest.net is 43 Mbits/s down and 47 Mbits/s up. Any ideas why my downloading speeds would be this slow? Does Astraweb throttle bandwidth after a period of inactivity?

Here is the speed test I ran.

Image

Version: 0.5.3
OS: Windows 7
Install-type: Windows Installer
Skin (if applicable):  Smpl
Firewall Software: McAfee but turned off
Are you using IPV6? no
Is the issue reproducible? yes

Any advice would be great.

I am using the pay by download. 180 GB for $20 or something like that. I'll try the SSL ports. Maybe my ISP is throttling.

That fixed it. I guess they were throttling the regular ports.
