Whether using 0.4.12 or 0.5.0RC3; when my DSL goes down and then comes back online, my download que's do not respond and show no download activity although I can (at the same time) browse the internet. Any ideas?

Difficult to tell whether it applies to your case.
But in RC6 we did remove some potential deadlocks in the download queue.
RC6 will be available soon on sourceforge.net.
