I've tried localhost:8080/sabnzbd, 127.0.0.1:8080/sabnzbd and [::1]:8080/sabnzbd but none work.

if your ISP uses a proxy, try adding an exception or set it to automatic configuration.

I have the same issue  :-/
No dice with exceptions or autoconfig.
Works fine in ffox and safari.

We don't really support Chrome as it is a moving target.
If it works in IE, Firefox, Safari then it must be a Chrome problem...
