I have run into a few download that for what ever reason get stuck with 1 little piece that is hung and no matter what I do I just cant seem to get it download or fail, and since they have PAR's I would like to force it to give up and consider the download complete and let the PARs repair it.

There's still the possibility that articles missing on fill-servers create a deadlock in the queue.
This can happen when you set "top-only" on.
Do you have multiple servers, did you also designate some servers as "optional"?
Because that is the way to break the missing article deadlock.
Edit: the alternative is to click on the job title.
You'll get a page display the remaining files to download.
You can remove all remaining files. this should finish the download.

I have 4 servers, 2 are my main that are set for Optional and 2 are set for backup and optional.
I tried re-downloading the NZB but it stopped again with the same .38megs wating to download.
EDIT:
Looks like the NZB/part missing had the "WARNING: Badly formed yEnc article in " error.

Top only is un checked.

Found out it was getting stuck because it was trying the IPv6 server which weren't resolving because of bug/ticket 332, happened again.
Basically it was trying to download the malformed yenc piece from the IPv6 servers but couldn't resolve them (no IPv6 connectivity at the moment and W7 would not list IPv6 in a DNS response with out IPv6 connectivity) and just kept retrying.

And the IPV6 server wasn't listed as "Optional" ?
(Assuming that you use 0.5.0Beta1)
