Download Speed Slows After ~10mins

Hello all. I converted to sabnzb recent from grabit. I love sabnzb, but I have a small problem.
When a large file (~7GBs) downloads @ full speed (~2000kbps) for about 10 mins, speeds for some reason drop to ~200kbps. I get no error messages of any sort, unless i'm reading the log files wrong. If I force disconnect my server then it'll start back up again at full speed, but slow down again after 10-ish minutes.
My setup is as follows:
Version: 0.4.12 Final
OS: windows home server (win2k3)
Install-type: Windows Installer and setup as a service
Skin (if applicable): Plush
Firewall Software: Just the built-in win2k3 one
Are you using IPV6? no
Is the issue reproducible? yes
I've also tried setting my Article cache limit anywhere from 55M to 150M, but it still does this odd behavior. Each rar piece is ~100megs.
One other thing to note: If I download something with files that are ~20-50 megs, the speeds stay up.

Sounds to me like your ISP is throttling your connection
What country and provider do you have?

Can you send us an example of a "fast" NZB and a "slow" NZB file?

I have comcast as my ISP. I wouldn't say that its my ISP throttling my because in that past when using grabit, nothing was slowed down. When i switch to sabnzb i started using SSL connections, but i've also tried reverting to non-SSL and it has the same behavior.
I will also get some of those nzb files to the according location after i test them to make sure they replicate the issue.

i was just testing some download speeds, and it seems that it might not be file size.
seems kind of like sabnzb is not closing connections correctly. i saw some other thread about this before. I'm going to check them out and report back.

If it isn't your ISP throttling, check your router log if it has one. I found I had to disable the SPI Firewall as it was falsely detecting SAB connections as a DDOS. It was similar symptoms when I sat and watched it, after a few minutes download speed dropped suddenly.
You could also try dropping the number of concurrent connections and see if that helps.

checked my firewall and it seems like my firewall isn't doing anything. i set my computer to dmz for the moment. i restarted my sabnzbd service and i get:
ERROR
Permissions (None) not correct, use OCTAL notation!
would that have anything to do with my issue?
i looked at another thread about that and they said they had a dead download, but i have nothing in my queue when i start the program up.

You can ignore this error.
It's a bug due to checking of an option that's only used for Linux.

The DMZ should be unnecessary, that is to do with port forwarding. If your router has Stateful Packet Inspection or SPI Firewall then it is a separate option. You may find you can create rules to allow all usenet traffic or just disable it to rule it out. Hope it helps!
