unable to connect to webgui for sabnzbd

hey guys i just installed windows 7 on my system and after installing sabnzbd. i cannot seem to connect to it via localhost:8080, i have try other ports but none seem to work. i am using firefox to open up sabnzbd and once in a while i get to the gui screen but none of the menu/links work. it just keeps saying "connecting to localhost.." on the statusbar, eventually i get the "SABnzbd needs a free tcp/ip port for its internal web server. Port 80XX" message.
i never had this issue before when i had windows xp with NIS 2009 installed. I also have sabnzbd on the mac with no issues. I now have norton internet security 2010 with windows 7. Could that be whats keeping it from connecting? i search the net and didn't find any issues with nis 2010 and sabnzbd. i also check the options in norton and turned off every options i can see and it still won't connect. help? thanks!
update: i just installed sabnzbd (latest version) on my laptop running windows 7 and nis 2010 and it works fine-i didn't need to change or adjust anything so now i am lost as to why it is not running on my desktop pc.
