Speeds throttle?

While I doubt this is being caused by SABnzbd, I thought I'd ask anyway.
-I've always had reasonable download speeds with SAB that are consistent, but I've updated SAB few times recently and now for the past month my speeds have been poor. They'll start out high but very quickly throttle down.
-I've run several speedtests and I'm always getting a higher download speed than what I pay for and my ISP never throttles.
-I've restarted my modem/router and fiber box. Rebooted my computer. I haven't changed any settings on my modem/router in a year+
-I ran the SABnzbd setup wizard again, tried different hosts and ports. I set the connections to what they normally are. Nothing changes, still poor download speeds. It could be coincidence but like I said, I felt that I noticed this issue at some point after updating SAB.
Any idea if this could be SAB or is this throttled behavior likely being caused by something else?
