Looking for help on clients not downloading unless a computer reboot happens

I have an odd one. I have been having this issue for a while now and cant figure it out. This happens to any .nzb. Lets say I reboot my server. I have no issues with files downloading for about 15-20 mins then all the sudden the connection just drops rapidly. Like 30mb/s to KB/s then 0 b/s. Now during this window, I can download new .nzbs and if they are small or have enough backing they will complete. If I have ones in the queue they will have a 0.00 time remaining. Now once I reboot my server and login, they will start to resume again for about 15-20 mins. I am not seeing any errors on the dashboard
Here is what have tried: (FYI I am on windows server 2016 (I am not a Linux guru praise the Linux Gods) so I stick with what I know.)
Indexers: NZBGeek and DogNZB
Both show no issues with the account and sonarr auto bring them into Sab.
Provider: news newsgroupdirect
This shows no issues on this end as well. Test Server comes back (connection successful) when its working when nzb's are downloading and not downloading. During and after 15-20 min window
Article availability: (For the past month)
Selected date range: 96% available of 8K requested articles
I - have reinstalled the software. Created a backup uninstalled Sab, and Sonarr with Revo uninstaller and blew it out. Installed the latest 4.5.x Sab and Sonarr is on 4.0.16.x. I restored from backup and still have the same issue. Downloads for 15-20 mins that stops.
- For testing I changed the folder path to a local 6tb hdd, created the same folders that are on my NAS and gave it "everyone" permissions - no change
- Also, restarting SAB does not work. Going to task manager and stopping the services does not work. It has to be a server reboot.
- I do use a VPN PIA. I have tried it with and without it and same result.
-Only thing I saw in SAB was getting yelled at for having files downloaded to root folders (think F:\TV Shows) So I created F:\Usenet\TV Shows and some folders not having permission to download files which is why I tried my local HDD and set it to "everyone" permissions.
My next step was going to rebuild my server but before I go through that headache looking to see if anyone has had this issue on their setup.
I have not set this up on a different machine for testing but if I was going to do that I might as well rebuild the server
