Speeds dipping down to 0

Brand new to Usenet. Got myself set up with an indexer and a provider and am using sab for a download client. I've been trying this all day and I've managed to download some things, but often the speed would start out around 20mb/s then slowly dwindle down, sometimes sitting around 3mb/s, then eventually slowly going all the way to 0. At some point later it might start itself back up again and slowly climb then go back to zero and sit for a long time.
It seems like something is throttling me and I don't know what. I switched my SSL port to 443 in case the 563 one was being throttled by my ISP. Typically my internet gets 400-500mb/s downloads.
I have gotten different error messages, and many copies of each, these being the ones most commonly seen
Any help would be greatly appreciated.

On both of these the number before the @ changes regularly.Failed to connect: [WinError 10060] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 1@news.newshosting.***:443
Any help would be greatly appreciated.
