Migrated to new machine; Windows 11, 1GB connection verified by speedtest, suddenly slow downloads

Hi all,
I've used Sabnzbd for years and loved it. I finally upgraded to a brand new Intel NUC 13 Pro that I built from barebones with a 2TB NVMe SSD, 64GB DDR4 RAM, and Gigabit internet.
Migrated from an old 2011 comp that was consistently getting 80 MBps downloads on Windows 10 to this new machine on Windows 11.
SpeedTest shows 900 Mbps down, exact same Ethernet cable, router, etc.
But now when I do a test download with Sabnzbd on this brand new server, I get initially a super fast download of 50-60 MBps that then within 10 seconds goes down to 11-14 MBps. Real downloads do the same.
How can I troubleshoot this? I was thinking driver issuers, but SpeedTest shows super fast speeds.
Pystone is 411471
Download folder speed is 898 MB per second
Complete folder speed is 848 MB per second
Internet Bandwidth is 10 MB per second (this used to be at 32 MB per second on this machine, not sure what it was on the older one)
I'm using Newshosting for the Usenet server with 30 connections, same as I did on the old setup.
As far as I can tell everything looks fine in Resource Monitor - the disk writes and network speeds spike and then drastically drop. As a new user I can't post a screenshot, but I will post it as soon as I am able to show what's going on.
