SABnzbd (docker) on DS720+ : download speeds keep dropping to 0

Hello,

my sabnzbd is doing funny stuff and I'm not sure what's going on.
Used cache 0 B (0 articles)
System load 0.59 | 2.18 | 1.94 | V=108M R=70M
Download speed limited by CPU (50x) Disk speed (60x)
System performance (Pystone) 51378 Intel(R) Celeron(R) J4125 CPU @ 2.00GHz SSSE3
Download folder speed 42 MB/s /data/usenet/incomplete-sabnzbd
Complete folder speed 43.6 MB/s /data/usenet
Internet Bandwidth 24.1 MB/s 192.8 Mbps
running on docker on syn DS720+, my connection is 1 Gbit. roughly 85 MB/s downloads... but I got sabnzbd configured to use 70% of bandwidth (limit to 63 MB/s)

Other specs:
2x 4 TB HDD (wd60efax-68shwn0 )
6 GB RAM


what happens is that download speeds are totally unstable, going from 63 MB/s to 0. This happens several times during any given download.

This is with direct unpack ON. Before this started, there were no issues and download speeds were always at a maximum, even with Direct Unpack ON

you can see the graph of the "ups and downs" of the download speed" on the 10 GB file download. Some examples here.

I'm at a loss and I'm not sure what could be causing the issues. I suspected the hard drive, but SMART test indicate everything is fine and I'm not sure how to diagnose the problem.

Any recommendations on how to proceed?

I just saw the trhead but I'm not sure it's the same culprit. my system specs are much buffier
