Speed Issue - Seems fine after reboot but then reduces to 1.5Mbps.

Hi,
Sorry if this has been raised before, have been searching the internet but was unable to see anything relating to it.
Have got a 400MB FTTP connection and normally SAB downloads around 30Mbps, over the last couple of days if I reboot the PC it will download at these speeds, but after a while if I add another NZB it will only download at around 1.5Mbps.
Have a connection to Eweka and got a month subscription to Frugal just in case there was an issue with Eweka.
Currently showing my Internet Bandwidth as 1.7MB/s
Used cache 0 B (0 articles)
System performance (Pystone) 265982 Intel(R) Core(TM) i7-10700 CPU @ 2.90GHz AVX2
Download folder speed 836.9 MB/s
Complete folder speed 336.2 MB/s
Internet Bandwidth 1.7 MB/s 13.6 Mbps
Have just rebooted and it shows
Used cache 0 B (0 articles)
System performance (Pystone) 285841 Intel(R) Core(TM) i7-10700 CPU @ 2.90GHz AVX2
Download folder speed 59.1 MB/s
Complete folder speed 89.1 MB/s
Internet Bandwidth 20.9 MB/s 167.2 Mbps
Downloaded the 10GB test file in around 6 minutes.
Not sure if the Fibre company is traffic shaping or not. Has anyone come across this before?
Thanks in advance.
