DLL file needed for installation (Windows 7): api-ms-win-core-path-l1-1-0.dll

I am running Windows 7 - 64-bit. I am unable to run the SABnzbd-3.5.3-win64-bin installer. I keep getting a message that it needs a file (api-ms-win-core-path-l1-1-0.dll). I have D/Led this file, placing it in the directory with the installer - without success. I've also tried placing it in each of the 2 Windows directories indicated, also to no avail. I've also tried installing the 32-bit standalone version.
