Have many storage issues

I'm running Windows Server 2019. I have 1TB m.2 main drive with 32TB of storage drives which includes 2x256GB SSDs. The storage is setup in a pool.

After using Sabnzbd for a bit the computer says that storage is full. I looked at the downloads\incompletes and deleted all of it. I then set sab to do one at a time and even pause while post processing. It is still throwing errors and filling up my incomplete folder saying there was a disk write error or that the drive was full. I've also tried to extract the file from my 1TB drive (800gb free) to the storage pool (29TB free) and keep getting error messages that drives are full. Has anyone come across this issue and how did you resolve it?

Ryzen 3400G
32GB mem
1TB OS drive
2x256 SSD, 2x4TB HDD, 3x8TB HDD in storage pool

SAB reports what the OS (so: Windows) is telling. So what is the last line of "dir C:" (for each drive) ... how much disk space is free?

What happens if you set both Incomplete and Complet to your OS drive?
