SABnzbd keeps accessing disk, preventing spin down

I'm trying to prevent the hdd in my home server from spinning up constantly. In this process I've run procmon to show all acctivity on my D:\ volume. It seems that SABnzbd keeps accessing my hdd.
I've uninstalled SABnzbd and removed all config files. Reinstalled from scratch and only setup my server, download/unpack folder and password but the issue is persisting. It seems to happen every two seconds on this new install and every second on my previous config file. Below is a screenshot of the procmon capture.

Is there any way I can prevent this from happening? The path is my temporary download location and it seems to create and close a file a couple times every interval.
Edit: Removing SABnzbd's incoming firewall rule from Windows firewall stops the activity. If I allow access to private networks upon next SABnzbd boot the activity resumes.
