Missing Articles but job not aborting

Hey,
I thought the setting "Abort jobs that cannot be completed" was meant to estimate the amount of missing blocks the PAR2 files can repair, and then abort the job if there are more missing blocks than that?
I have it set on a new windows 2019 install, but SAB seems to be completing all jobs, even if they are 100% missing blocks and not aborting them.
Is there another setting im missing? Its really irritating.
