I can no longer launch the interface via mouse mouse clicking the taskbar icon and clicking "Show Interface". Sab has successfully loaded and I can load it via the URL http://127.0.0.1:8080/sabnzbd/.

I don't know if it's related but lately when I click on a web push notification it no longer opens the link in Chrome. I'm using the latest Version 81.0.4044.129 (Official Build) (64-bit).

If I go into chrome://flags and set "enable native notifications" to disabled I get the older-style Chrome notifications which do work when I click them.

Not sure what the issue could be...

SABnzbd version: 2.3.9

Can you try to just reinstall SABnzbd and see what happens? We just call the system default browser, so could be going wrong there.
Check also your Windows 10 settings for Default browser..
