You tried rebooting your terrible router! Sounds like it has gotta be a router issue to me! 
In all these cases it turns out SABnzbd is just too slow to keep up with the speed and the article-cache fills up, when that happens it automatically throttles the speed. The router is just a coincidence, because it gives SABnzbd time to clear out the cached articles and get them decoded and on to the disk.
You can prevent this by either indeed using NZBGet, or reducing your maximum speed a bit. Say about 80% of your normal maximum speed you see in SABnzbd. This way the buffer doesn't fill up and it can keep up.
