I installed SABnzbd+ 0.4.11 about two weeks ago on my Core i7 (Vista x64) and everything worked just fine. Eight connections and using my full download speed (1200KB/s).
Now I've moved the program to my ancient Pentium II-400 (XP) that I use as a server. Now I've got this problem. When I look at the connection page, refreshing about every five seconds, about half the time there are no threads, although the download speed at the bottom of the page says it's stil downloading at about 500KB/s. And five seconds later there are threads again. And then there are none and so on.
How come the threads seem to connect and disconnect all the time? And does this explain the slow download speed or is that just because of the ancient computer?

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Pentium II-400 is an old CPU, maybe not enough powerful.
You should try to disable SSL to reduce CPU usage... I don't know if it will be enough.
