External internet access is not working

Hi! I have sabnzbd on my notebook with Ubuntu 19.10. I want to access sabnzbd on my network with my smartphone. Therefore I deleted the host in the general settings and left it blank, as it is in the wiki. For security, I have set my username and password and selected "Full Web interface - Only external access requires login". With List of local network ranges I am not sure what to enter. I left everything else. Then I saved everything and restarted sabnzbd. When I entered the IP address (192.168.x.x, not 127.0.0.1)and the port 8080 into the browser the error "ERR_CONNECTION_REFUSED" came. And I have another program called Jellyfin that runs on port 8096 and works! Please help me!

Try setting it to 0.0.0.0 in SABnzbd, does that work?
If SABnzbd denied the connection, it will be listed inside the application log and as a warning inside the interface, do you see any warnings?
Otherwise, it's most likely just your firewall on the notebook. Are you sure it's open?
