I upgraded to version 2.1.0 and the Extra section no longer has the 'par cleanup' flag. In previous versions I used to disable this flag so that I could keep all the par2s. Did this get removed or is there some other way to keep all par2s in 2.1.0?

It was removed, but it was restored again in 2.2.0, you can try the Alpha.

I tried the 2.2.0 alpha have have par cleanup disabled and download all par2s enabled, but it doesn't download all pars. It looks like it doesn't even attempt to download all pars if all the blocks are complete. Is there a way to get the behavior in the alpha that sab had prior to version 2.1.0 where it would download all par2s no matter what and do par2 checks for verification only (no extraction). I used to have it set to +Repair and it would just do verification/repair and save all par2s.

Thats a different change, it's because we removed the option to disable QuickCheck. So indeed only when par2 is needed, all is downloaded.
But I can make it so that when par_cleanup is disabled, all Par2 are downloaded.
