Slower downloads on windows

Hey everyone,
I just switched from linux to windows and on linux I was able to max out my 300/300 connection but now on windows I am only getting about half that and download speed is very inconsistent. Any clue what could be wrong?

Do you have set the same number of connections?
Do you have set the same article cache?
How much cpu does Sab use during downloading?

It uses very little cpu like maybe 5 percent. I have a pretty good machine -
Windows Server 2012 R2 Datacenter - All updates applied
i7 4790K
16gb ram
os drive -nvme m.2 ~2GB/s
download drive - raid 0 array ~350MB/s
Same number of connections as I used before -
Newshosting - 30
Astraweb - 20
Article cache limit is set at default 450M but I tried with unlimited and there was no difference
I can max out my connection with nzbget but I hate the interface lol

I do prefer linux personally but there are some gui tools I like and its a pain running a vm just to access makemkv, mkvtoolnix and other things lol. Also if I ran gui on linux VNC is nowhere near as good of an experience as RDP

Do you run it as a service or regular?
We have troubles with Windows Server versions. I have no idea why, maybe it does some extra connection checks? It's very specific to Windows server 2008 and 2012.
Any better without firewall/virusscanner?

I am running it as a service. Windows firewall is turned off, and the only av is the built in windows defender.
Any luck with Server 2016? I have license for that also

Try not running as a service, this seems to really impair Sab.
Windows Server doesn't like the resource hunger of Sab.
