Blank SABnzbd.ini file (Backup blank too)

When I launch the program I receive this error:

SABnzbd.exe 0.7.19

SABnzbd detected a fatal error:
"C:\Users\Rina\AppData\Local\sabnzbd\sabnzbd.ini" is not a valid configuration file
Error message: Invalid line at line "1".

Specify a correct file or delete this file.

Program did not start!

When I look at the sabnzbd.ini file, it's blank and the backup file is blank too.

So then I uninstalled it.
Renamed the file to sabnzbd.ini.bak2.
Installed 1.1.0 successfully
Observed that a new Sabnzbd.ini was not generated.
Launched SABnzbd
A new ini was generated (also blank)
Microsoft Edge launched and the error (same as above) appears within a tab.
I changed the default browser to Chrome to see if that helps, but the same error appears.

Anyone know how I can fix this?

I think there's a permissions problem, Sabnzbd is unable to write to the location where sabnzbd.ini is stored.
Did you possibly recently upgraded Windows 10?
It messes with permissions.

I think you should best make a backup of your sabnzbd config directory (including the admin folder etc), remove the whole folder and start Sabnzbd.
Now Sab will try to create a whole new folder to which it has the correct permissions.

Sorry to bump this post, but I am having the exact same issue.

Re-installing does not work. The sabznbd.ini stays empty, I am running as admin, same as before. Any solutions?

Update: This fixed it for me:

I had the same problem, even after re-installations of SABnzbd

Solved:
OLD: C:\Users\"MyName"\AppData\Local\

New: C:\Users\"MyName"\AppData\Local\SABnzbd; and then installed SABNzbd again. (I didn't remove the previous installation)

sub-dir SABnzbd is a new entry, handmade.
