Download speed dramatically dropped far from possible

Good morning,

My configuration:

iMac 27 Proc 3,4GHz intel Core i7, RAM 32 Go 160 MHz DDR3
NAS Synology 1813+ Intel Atom D2700 2,13 GHz
SABnzbd set up on NAS, latest version of both DSM and SAB software
Astraweb server pack unlimited speed limit with 20 channels max. Connection through SSL

My previous ISP: Online Cambodia pack 4Mbps Fiber Optic. I was able to DL at 450KB which is quite close to the theoritical 500KB allowed.

My new ISP
: Sinet 35Mbps Fiber Optic.
I can only reach 1,2MB/S very far from the theoritical 4,4MB/s allowed.

I have no idea.
What I did so far:

increase cache on SAB No effect.
Move directories from NAS to SSD on iMac: No effect
My NAS is far from limit in term of CPU and RAM usage.

How will be so kind to help me?
I am collaborating with the customer service of the new ISP who already checked that the routes to Astraweb are ok.

What happens if you install SABnzbd on the Mac instead of the NAS?
(As a test.)

Not sure if it is the same issue but my SABnzb inst downloading anything. The server connections are timing out. 6 different servers all timing out so it cant be a server problem.

For sure not the same issue as mine is working but too slowly as explained above.

Any idea from the experts?;-)

Have you tested download speed in other situations?
Have you tried bit torrent software?
If your Mac is just as slow, I would suspect the Usenet provider or your local network setup.
Which version of SABnzbd are you using?
Have you tried 1.0.0RC1 on the Mac?

Other situations are OK.
My ISP came home and there is a problem when we trace the route with high latency.
He is trying to fix it out.
I'll come back with more details when done.

Quick update to explaine how the problem has been solved out.
High la tency with Astraweb.
I moved to Giganews and connect through VPN in Hong Kong or Taiwan.
Everything is now OK with a ping around 35.
