I have successfully installed SABNZBD as the icon has been applied to my home screen, yet when I double-click the icon a new window appears stating "you need to relocate the .ini file. Currently as best I can tell the .ini file is located in c: windows\systems 32 profile\ documents\
Being very novice at this I am unsure how to resolve this, as I believe it won't lend itself to trail & error. So if someone could lead me by the hand through the process I would be eternally grateful.

I don't know that error message. What is the exact text?
The path that you list is very unlikely and isn't even looking like a real path.
The expected location is:
c:\Users\USER\AppData\Local\sabnzbd\sabnzbd.ini
where USER is your login name.
