Unix\Apache Permission

I manually move downloaded files from the completed file to a movie file (which i rename). Couch potato grabs directly from there. My issue comes from trying to delete the files from the completed file to remove duplicates. In some instances, i receive a "you require permission from unix\apache to make changes to the file" error. My CHMOD command is/was set at 755. I have changed the CHMOD command request to 777 in the hopes that i would gain access and be able to remove unwanted files as necessary (did not work)
My question(s) are as follows:
1. How can i remove those unwanted files from my completed file as i have duplicates or am i stuck.
2. Am i doing something wrong when it comes to categorizing / processing these files. It seems like i am doing something wrong here.
3. I set the CHMOD command 777. Is there any kind of security issue with allowing "everyone" to access this file?
4. My plan is to be able to contribute to this universe. What is the recommended set up permission wise to be able to do this. Please advise as i do not want to break the spirit of the community by not giving back.
And yes, in the case you have not figured out, i am a total noob so any advice will be greatly appreciated.
