Email quota notifications for server

Hi folks,

It would be very nice to have, just below "Retention time" in the server settings, an extra field where we can specified a "Downloaded data/Quota" argument.
So, SABnzbd could send an email notification when the server reaches is quota.
It would be very helpful, specially for backup server with a "block subscription" type.
It could also be useful for people who got a daily/weekly/monthly download limitation with their Internet provider.

Ideally, the server could also have few optional notification features:
- weekly/monthly report of how much data have been downloaded.
- an automatic "quota reset" (same kind of granularity available in the "Scheduling" section) for people with a limited Internet access.

Maybe this could be achieve with some new parameter in the "Scheduling" section.

Anyway, I hope you will like the idea. :)

Interesting idea, but quite a bit of work.
Noted for the to-do list, but not for 0.8.0
Naming it "quota" may give the wrong impression, I think "reporting threshold"
would be a better name (or something like it).

The quota-per-server, is that also very hard to make? It would make sense with block-servers.

English is not my native language, so I wasn't quite sure how to named it. Anyway, I'm glad you like the idea. ;D

I assume you're talking about a real quota instead of reporting?

Yes, a real quota per server, probably then adding a reporting feature would also be needed.
