Download failed - Out of your server's retention?

Download failed - Out of your server's retention? I know this is covered in the FAQs but I seem to get this more than I think I should. If I know the days of retention is not the issue should I assume the server administrater had issues with those particular files? Sorry if this has been covered a thousand times, I am kinda new to nzb files etc.
