Post Processing trouble after moving to a new OS.

So I moved SABNZB and Sickbeard from Win7 to Win8.1, Everything works except moving the video file from the downloaded folder to the episode folder and removing the original download folder.

I took several screenshots of my settings and put them in my dropbox folder hoping someone can look at them and figure out why I cannot get this to work.

I assume you're running SABnzbnd on 192.168.1.133 port 8083.
In that case, the URL http://192.168.1.133:8083/home/... (from the first screenshot) doesn't make sense.
SABnzbd doesn't recognize this URL.
I think you mixed up data for SABnzbd and SickBeard.

I'm not sure, but your asking the sab2sickbeard script to communicate with a SickBeard-style URL to SABnzbd itself.
There's something wrong with your Sickbeard setup.
