I had Win 7 and SABNZB.
SABNZB was all setup and working great. But my PC was getting very slow so I backed up the SABnzbd folder and wiped out win 7 and replaced it with win 8.1(much faster now)
But if I run the SABnzbd.exe file It wants to start over with the setup wizard.
I have a feeling I did something wrong.
Any assistance would be appreciated.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

That's just the program folder. That's what the installer installs.
It's about your own settings, those are stored in the file sabnzbd.ini
located as described here: http://wiki.sabnzbd.org/configure-0-7
