I recently moved to a campus ethernet connection that I think tops out at about 200 Mbps. When I first installed SAB, I was getting 25MB/s for the duration of my downloads. Now, the downloads will begin at 25 and then taper down to 1 MB/s.
SAB version: 0.7.18
OS: Win 8 64 bit
Host: thecubenet (never had issues with them elsewhere)
SABnzbd Port: 8085
Listening Port: 443 (have tried several)
Anyone have any thoughts? It almost seems like the campus ISP is detecting the traffic type and throttling.....

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

Workaround: set up a VPN from your system, and use that.
