I'm not sure of my terminology but I'll try to describe my need.

Previously (over a couple of years) any nzb that was in the upper queue, either partially downloaded or waiting to be, would still be there next time I started SBNZBd again.

After installing the program (0.7.18) again following a complete new installationof Win 8.0 desktop it now puts them away in the incomplete folder only.

I can't see how to change this..

Also, when I try to change the default folders for incomplete and downloaded to another location it doesn't set it in config...

How can I sort this out, please?

Check where SABnzbd thinks your base user folder is.
It shows this at the top of the Config->Folders page.
It may just be an access rights issue.
